Health Services Manager

Hours: Mon, Tues, Thurs, Fri  7am-3pm, Wed 8am-4pm


Under the supervision of the Short Term Residential Therapeutic Program Assistant Director, the Health Services Manager coordinates the day-to-day operations of the health service department. The Health Services Manager plans, implements and coordinates medical and health education management procedures to determine the health care needs of all St. Anne’s residents and serves as a health consultant to staff through health teaching, health counseling and health promotion.  The Health Services Manager develops and implements policies and procedures relating to all health care services and medical record keeping.


  1. Supervises the Health Services Department coordinates all resident health care services and supervises staff assigned within the office.
  2. Monitors department annual budget, reviews and analyzes activities, cost, operations, and forecast data to determine department progress toward stated goals and objectives.
  3. Ensures that residents receive initial health care screening and timely and routine follow-up care as indicated by their health care plan.
  4. Assesses, treats, and administers prescribed or over counter medication to residents as medically necessary.
  5. Administers medications to residents as medically necessary and as prescribed by a physician.
  6. Serves as primary liaison with clinic management and other external providers and health care licensing agencies to enhance continuity of care.
  7. Coordinates and manages the medical follow-up procedures for all resident births, postpartum visits and/or emergency hospitalizations.
  8. Supervises health services staff and conducts annual staff performance evaluation.
  9. Coordinates and submits all department clinical and statistical reporting.
  10. Supervises and monitors resident record keeping procedures related to clinical documentation, confidentiality and maintenance.
  11. Ensures compliance with all HIPAA regulations pertaining to clinical record keeping.
  12. Conducts daily medical record audits.
  13. Continues development of department policy and procedure manual.
  14. Provides oversight of medical billing as necessary and maintains knowledge of Medi-Cal system.
  15. Performs monthly trainings for program staff.
  16. Promotes wellness through individual and group health teaching, and health counseling.


  1. Bachelor’s Degree of Science or Arts.
  2. Demonstrated experience with adolescent populations and knowledge and understanding of the components of an effective health maintenance and education program.
  3. Excellent verbal and written communication skills.
  4. Previous supervisory experience preferred not required.
  5. Understanding of multi-cultural/linguistic communities.
  6. Knowledge of child development, behavioral health, and current health issues relating to maternal and child health, developmentally age appropriate health risk factors for the population served, infection control, etc.
  7. Must possess and maintain a valid California Driver’s License and a driving record acceptable to the agency’s insurance carrier.
  8. Physical ability to perform Pro-ACT, administer first aid/CPR and operate an Agency motor vehicle.
