Associate Director in Head Start, Interdisciplinary Services (LCSW or LMFT)

Hours: Monday-Thursday 8:30-5:30, flex Friday 8:30-4:30

JOB SUMMARY

Under the supervision of the Vice President, Early Childhood Education Programs, the Associate Director, Interdisciplinary Services oversees the areas of mental health, disabilities, health and nutrition for St. Anne’s Early Childhood Education division. This position is also responsible for overseeing services to children with disabilities and conforming to 45 CFR 1305 and 1308 of the Head Start Performance Standards and the Individuals with Disabilities Education Act. This position also coordinates the management and delivery of medical and dental services by working with community organizations, content specialists, and local providers.  The Assistant Director, Interdisciplinary Services works closely with the other Assistant Directors and relevant peers in both the Support Services department and Education Services department to ensure consistent service delivery within the Early Childhood Education division.  The Assistant Director carries out duties for all of St. Anne’s Early Head Start and Head Start contracts and program options.

 

ESSENTIAL JOB DUTIES:

Mental Health & Disabilities

  1. Oversee operations of the mental health and disabilities areas of Head Start and Early Head Start to ensure contract compliance.
  2. Provide regular supervision and support to Disabilities Specialist and Mental Health Specialist.
  3. Manage urgent mental health crises.
  4. Follow up on unusual incident reports from education staff or other staff as needed to determine need for further mental health follow-up
  5. Review screenings conducted by the Mental Health Specialist; provide referrals; provide crisis intervention as needed
  6. Supervise the Disabilities Specialist to ensure all legal aspects pertaining to the Local Education Agency (Part B) and Regional Centers (Part C) are adhered to for each child.
  7. Prepare and analyze reports for monthly reporting to the Director of Support Services.
  8. Conduct a sample of monitoring from the Disabilities Specialist and Mental Health Specialist.
  9. Collaborate with the Assistant Director of Family and Community Engagement and the ERSEA Specialists in the development of the ERSEA plan, specifically on the strategies to recruit children with disabilities; develop a systemic approach to reach the enrollment goal of 10% of children with disabilities.
  10. Participate (as needed) in meetings with LEAs and Regional Centers to determine children’s eligibility for services.
  11. Provide expertise to mental health and disability-related operations and develop mental health and disability-related policies and procedures.
  12. Provide support and guidance in situations involving children who are reported to be endangered by abuse, neglect, exploitation, unsafe or hazardous living conditions; assist in taking appropriate action and required reporting.
  13. Develop a transition system for children needing specialized services as they leave Head Start/Early Head Start and move into a school system.
  14. Oversee partnerships with mental health agencies, Local Education Agencies, and Regional Centers to provide services to families and children who need mental health and/or disabilities services.
  15. Attend meetings with the Los Angeles County Mental Health Department.
  16. Participate in community and county advocacy groups for children’s mental health and disabilities and community trainings helping develop ongoing resource network.
  17. Coordinate monthly multi-disciplinary review teams.
  18. Create relevant policies and procedures.
  19. Coordinate services with other St. Anne’s departments and areas.
  20. Act as one of the leads in the Self-Assessment.
  21. Lead/Coordinate Response to Intervention (RtI) services.
  22. Participate in program planning, particularly in the Mental Health and Disabilities roadmaps and School Readiness Plan.
  23. Conduct regular trainings/support to staff and parents in a variety of mental health and disabilities and child development related topics.
  24. Meet with funder’s specialists for monitoring visits.
  25. Participate in funder’s meetings.
  26. Participate in the enrollment review team and multidisciplinary team.
  27. Maintain confidentiality as required by St. Anne’s, licensing, HIPAA, and other regulatory agencies.
  28. Follow St. Anne’s and mandated reporting guidelines

 

Health & Nutrition

  1. Oversee RN Consultant and Health Specialists in coordinating and planning health services, including health screenings, staff and parent education, community outreach and health committee activities.
  2. Ensure health staff make reasonable accommodations to minimize/eliminate health and safety risks defined and authorized by administrative team.
  3. Oversee health staff coordinate child study teams and multi-disciplinary teams for intervention and follow-up purposes.
  4. Ensure the facilitation of activities to provide parents with health-related workshops/trainings.
  5. Prepare and update the annual Health Services Action Plan and standards and procedures for providing and evaluating health care services, including development histories for children.
  6. Monitor health and safety as detailed by Community Care Licensing Division, Head Start Act and Performance Standards, California Health and Disabilities Periodicity (CHDP) schedule for Health Assessment required for the age group served.
  7. Utilize data management systems to track and monitor cases and the effectiveness of service delivery and to prepare management reports regarding health services.
  8. Periodically audit children’s files to ensure compliance with recordkeeping and data system standards.
  9. Ensure all staff follows safety procedures.
  10. Train staff and develop policies and procedures aligned with all State and Federal mandates, including sanitation, hygiene procedures, universal precautions, and the administration, handling and storage of medications.
  11. Lead the Health Service Advisory Committee, develop and maintain community resources and collaborations with health providers in the local community, and negotiate interagency agreements and contracts with health providers.
  12. Participate in agency planning and the development of funding applications, including working with community-based networks and child development and health partnerships.

QUALIFICATIONS:

  1. Licensed Clinical Social Work or Licensed Marriage and Family Therapist, with two years’ experience as an LCSW or LMFT.
  2. Registered with California BBS..
  3. At least three years providing mental health services to children and low-income populations; birth to 5 knowledge highly desirable and experience with DMH documentation strongly preferred.
  4. Knowledge of health and nutrition services requirements per Head Start Program Performance Standards strongly preferred.
  5. Minimum of one year administrative supervisory experience.
  6. Experience working with at-risk populations and/or Head Start/Early Head Start strongly preferred.
  7. Bilingual in English and Spanish, Tagalog, or Korean preferred.
  8. Must possess and maintain a valid Class C California driver’s license, automobile liability insurance, and driving record acceptable to agency’s insurance carrier
  9. Able to communicate effectively with both children and adults.

Employees must remain aware of any personal emotions, transference, and/or countertransference that may hinder the ability to remain professional.  As such, employees are expected to maintain composure during all interactions and crisis situations, implement a self-care plan, and utilize crisis communication to deescalate client crisis and prevent any serious bodily injury or harm.
