Associate Director for Early Head Start

Mon-Thurs 8-5:30, flex Friday 8-4:30

JOB SUMMARY:

This position is responsible for overseeing the the day-to-day function of infant and toddler education program operations and professional development within Early Head Start center-based and home-based program options, and the State Child Care and Development Program (CCTR) programs within the Division of Early Childhood Education (ECE). The Associate Director of Infant and Toddler Education will maintain a supportive supervisory relationship with staff, student teachers and volunteers and work with other directors, managers and staff to ensure program compliance.   In collaboration with the Associate Director of Preschool Education, and under the direction of the Vice President of ECE, will develop, implement and uphold the mission, policies, and practices of St. Anne’s Early Childhood Education. In addition, this person will be responsible for carrying out administrative duties such developing and managing budgets, supervising Early Head Start (EHS) education personnel, strategic planning, self-assessment and monitoring, assisting in the development of funding applications, developing and administering the school readiness plan as it pertains to the EHS program, developing and administering training plans and overseeing coaching staff.

 

ESSENTIAL JOB DUTIES:

  1. Responsible for operations of all infant/toddler education at all applicable St. Anne’s Early Learning Centers, as well as the Early Head Start (EHS) home-based programming; ensure smooth operations and promote a positive atmosphere in providing quality services.
  2. Work collaboratively with the Vice President of ECE and Associate Director of Preschool Education to implement early childhood education programming in accordance with all applicable state, federal and local regulations; licensing, contractual and Agency requirements; and Head Start Performance Standards.  Oversee Managers to ensure that programs and services are delivered accordingly.
  3. Hire, orient, train, supervise, and develop reporting staff to ensure that they have the support and guidance needed to provide quality services to children and families; monitor performance of staff and complete annual performance evaluations and development plans; plan and oversee performance evaluations of EHS education staff in collaboration with Center and Home-Based Managers.
  4. Oversee staff training and development for reporting staff and collaborate in Agency staff development planning and delivery; assist staff in becoming members of the professional early childhood education community.
  5. Provide supervision and guidance for staff through Managers or their designee in daily activities and staff development areas.
  6. Ensure that staff ratios are met including, if necessary, providing assistance in classrooms.
  7. Conduct research and provide recommendations to the Vice President of ECE on evidence-based curricula and practices that support high quality infant/toddler education services to St. Anne’s children and families.
  8. Oversee coaching activities and monitor and supervise coaching staff.
  9. Responsible for ensuring that teachers are meeting or exceeding national benchmarks for teacher quality and CLASS.
  10. Work closely with the Vice President of ECE to ensure that all needed services are being provided, that all data is being collected, and that reports are being reviewed to ascertain child outcomes and make improvements to services and to program design.
  11. Ensure the health and safety of all children, parents and staff participating in St. Anne’s ECE program.
  12. Ensure that all EHS staff act in accordance with the agency code of conduct and that corrective actions are taken for violations.
  13. Develop and implement conflict management and problem solving strategies with children, staff and parents.
  14. Maintain effective and ongoing communication with parents and caregivers of enrolled children.
  15. Make purchases of inventory and equipment; monitor budget and expenses.
  16. Maintain and implement handbook of policies and procedures for enrolled families.
  17. Support and provide in-service opportunities and/or on-the-job experience for staff who desire expansion of their scope of responsibility in preparation for future career advancement.
  18. Act as representative for St. Anne’s ECE program as designated by the Vice President of ECE; develop and maintain relationships with other agencies as appropriate.

 

QUALIFICATIONS:

  1. Must have a Bachelor’s degree in Child Development, Early Childhood Education or related field (of which 24 ECE/CD units, including core, 6 units in administration, and 2 units in adult supervision). Masters preferred.
  2. A valid State of California Child Development Site Supervisor or Program Director Permit.
  3. Expected to have 350 days (of 3+ hours per day within 4 years) of experience, including at least 100 days of supervising adults and one program year of site supervisor experience.
  4. Established reliability in Infant/Toddler CLASS preferred.
  5. At least 3 years of experience overseeing a Head Start and/or Early Head Start programs.
  6. Proficient in developing and maintaining cooperative staff relationships.
  7. Knowledge of State Department of Education – Title V, and Dept. of Social Services Title 22.
  8. Experience in working with diverse cultures.
  9. Bilingual in English/Spanish preferred..

As providers of social services, St. Anne’s employees work with clients dealing with complex emotional and mental health issues, many of whom are facing significant personal crises on a daily basis.  Employees must remain aware of any personal emotions, transference, and/or countertransference that may hinder the ability to remain professional.  As such, employees are expected to maintain composure during all interactions and crisis situations, implement a self-care plan, and utilize crisis communication to deescalate client crisis and prevent any serious bodily injury or harm.
