Director, Residential Program Services


Under the supervision of the Vice President, Housing Programs, the Director, Residential Program Services is responsible for the overall functioning of milieu/program services within the Residential Treatment Program. The Director, Residential Program Services develops and maintains program components and is responsible for the supervision of milieu and direct care activities. The Director, Residential Program Services is a Facility Manager for the Residential Treatment Program / Short-Term Residential Therapeutic Program (STRTP.) The Director, Residential Program Services is the Short-Term Residential Therapeutic Program Administrator.


  • Develop, maintain, and evaluate program policies and procedures in accordance with licensing and contract guidelines.
  • Develop a plan for orientation, development, and training of staff in collaboration with the Director, Residential Clinical Services.
  • Review complaints made by children or their authorized representative(s) and deciding upon the action to be taken to handle complaint.
  • Maintain collaborative working relationships with county and state governing entities as well as community partners.
  • Represent St. Anne’s through membership in various workgroups/committees addressing issues pertaining to our resident population.
  • Develop the written policies, procedures, and practices for continuous quality improvement in collaboration with the Director, Residential Clinical Services.
  • Provide direct supervision to the milieu management staff, activities coordinator, lead program assistant, and health services manager.
  • Participate in interviewing, hiring, training, and terminating of residential program staff.
  • Create and facilitate staff development activities.
  • Provide administrative oversight of the Health Services Department, ensuring compliance with state and county regulations for medication management and health services.
  • Provide administrative oversight of the activities department.
  • Provide ongoing assessment of the facility’s operations and program services and facilitate recommendations to address any identified problems.
  • Ensure proper reporting to county and state governing entities.
  • Create and facilitate implementation plans to manage transitions within the program.
  • Oversee facility management issues.
  • Assist in the formulation of the program budget.
  • Manage the program revenue and budget.
  • Observe and interact with staff, children, and other individuals, as necessary, to ensure the quality of care for children and program services.
  • Provide counseling in collaboration with the treatment team aimed at preparing the resident to analyze and better understand her situation.
  • Provide counseling in collaboration with the treatment team to resolve the difficulties with resident that led to the need for placement.
  • Provide counseling in collaboration with the treatment team to help the resident understand the reason for placement and to handle associated emotional problems.
  • Administer discipline and setting of limits for behavior for residents.
  • Assess residents and family context in collaboration with the treatment team to identify changing needs.
  • Monitor and address staff performance issues and facilitate performance counseling when necessary.
  • Collaborate with other program areas in managing crisis situations that occur throughout the agency.
  • Provide 24-hour availability and crisis intervention on an as needed, or regularly scheduled basis which may include weekends and evenings.
  • Review and submit Special Incident Reports (SIRs) on I-Track system.
  • Prepare and submit Corrective Action Plans or other formal correspondence with county and state entities as required.
  • Able to exercise “Reasonable Prudent Parent” rights in relation to residents’ treatment program.
    • Master’s Degree in Social Work, Counseling or Psychology from an accredited university is required. LCSW, LMFT, or other approved licensure through the California Board of Behavioral Sciences is preferred. Experience in residential treatment or work with adolescents preferred.
    • Must possess and maintain a valid Short-Term Residential Therapeutic Program Administrator Certification from California Department of Social Services or acquire certification within 90 days of employment.
    • Must possess and maintain a valid California Driver’s License and a driving record acceptable to the agency’s insurance carrier.
    • Physical ability to perform Professional Assault Crisis Training (Pro-ACT) restraint, administer first aid/CPR and operate an Agency motor vehicle.
    • Numerical ability is required to understand and assist in preparing budgets and statistical data pertaining to the department.
    • Strong intrapersonal skills.
    • Experience working in a residential facility preferred.
    • Experience supervising staff preferred.

Employees must remain aware of any personal emotions, transference, and/or countertransference that may hinder the ability to remain professional. As such, employees are expected to maintain composure during all interactions and crisis situations, implement a self-care plan, and utilize crisis communication to deescalate client crisis and prevent any serious bodily injury or harm.
