Learning & Development Specialist

Job description

Schedule: Monday-Thursday 9am-6pm, Flex every other Friday 9am-5pm (flexible).


The Learning & Development Specialist will influence a safe, nurturing and resilient environment for all stakeholders through training, to enhance the relationship between the staff and the clients we serve. They will establish a framework and systems for a sustainable and scaled learning culture. This will include identifying training needs, collaborating with key stakeholders, monitoring progress of meeting training contract requirements, and evaluation for training effectiveness. Under the supervision of the Quality Improvement (QI) Director, the Learning & Development Specialist will play an essential role in the implementation of the agency-wide Continuous Quality Improvement (CQI) Plan, which aims to improve the quality of program services, management and operations performance through the engagement of agency stakeholders and the analysis of data. A key responsibility of the Learning & Development Specialist will be monitoring training compliance with all agency contracts and regulators, including auditing learning records and other documentation to ensure consistency and accountability. Responsibilities for this role include administration of the Learning Management System (LMS), coordination for internal and external training, and collaboration with leadership to support training plans through curated or originally developed content.


1. Schedule, coordinate and/or conduct agency trainings, to include: In-Services, updates for policies & procedures, basic staff operational functions, and other training as needed.

2. Identifying training needs based on collaboration with HR and leadership to create skills gap analyses, develop group and individual learning courses and maximize utilization of the training budget.

3. Oversee the maintenance of training records through regular internal audits and
evaluation to ensure compliance with all contracts and regulators.

4. Assure St. Anne’s compliance with all regulations put forth by various agencies including Licensing of California and SB933 training requirements.

5. Research, develop, and maintain the training curriculum, which includes the recruitment of internal and external trainers to design training based on the needs of the organization.

6. Assess employee performance levels to ensure the employees adequately learn the desired lessons and skills.

7. Support agency initiatives related to Trauma-Informed Care (Risking Connections), Justice, Equity, Diversity & Inclusion, Wellness and Risk Prevention and Management

8. Work with Program Directors to develop training plans and support coordination efforts.

9. Inform Department Supervisors of non-compliant employees with regard to training requirements.

10. Provide guidance to newly hired and current staff regarding training practices and expectations.

11. Continuously improve refresher trainings by researching new techniques and sources applicable to the topic.

Continuous Quality Improvement (CQI)

  • Monitor outcomes and performance data; communicate outcomes to key stakeholders, facilitate meetings to review relevant outcomes and develop any necessary plans for improvement.
  • Support agency benchmarking efforts by collecting, submitting, analyzing, and distributing reports related to Learning & Development.
  • Provide support in agency accreditation efforts through the Council on Accreditation, including the development of task plans, gathering documentation, and preparing for the accreditation site visit.
  • Promote a culture that values service quality by creating an atmosphere of enthusiasm and energetic commitment.


1. Bachelor degree in relevant field required. Master’s preferred.

2. At least two years’ experience working in an office environment, with direct HR, Learning & Development, Training, or OD experience.

3. In-depth understanding of traditional and modern training methods (including workshops, role playing, e-learning and coaching)

4. Excellent oral, written, organizational and negotiation skills. Strong organizational, interpersonal, negotiation and verbal/written communication skills. Bilingual and bicultural English/Spanish a plus.

5. Working knowledge of Microsoft Office Suite, Windows, and Learning Management Systems.

6. Ability to think independently, creatively and effectively in critical situations.

7. Requires excellent judgment and integrity.

8. Familiar with working in a multi-cultural environment and accustomed to working with people from a variety of backgrounds. Experience supporting and training staff around Justice, Equity, Diversity & Inclusion preferred.

9. Ability to receive and implement constructive feedback.
