Project Manager Consultant

Project Need:

St. Anne’s serves as a delegate for the Los Angeles County Office of Education (LACOE), providing Head Start (3-5 years-old) and Early Head Start (0-3 years-old) services to over 600 children and their families at 8 high-quality, licensed early learning centers.  Over 65% of St. Anne’s Head Start programming has been provided as part-day (3.5 hours) services in “stacked” sessions –– a morning and an afternoon session at the same center.  We recently acquired 154 “dosage” slots, which will enable St. Anne’s to extend 154 existing part-day slots to full-day (6.5 hours) services. In order to successfully extend the day for these slots, we need to “unstack” a number of our part-day slots and move them to a new center. In order to achieve this, a new facility needs to be identified and necessary renovations completed to license the facility to meet all regulatory requirements.

Scope of Services:

A potential Project Manager will be responsible for coordinating and leading the identification, design, renovation, and opening of a new facility which needs to meet the following minimum specifications:

  • 6,500 sq. ft. (minimum)
  • 4,163-8,325 sq. f.t accessible outdoor space
  • 20 parking spaces
  • Located within the 90006, 90057, or 90017 zip code

A Project Manager will provide the following services in the timeline outlined:

  • Oversee project organization, scheduling, implementation and completion.
  • Engage with at least one broker to identify potential facilities; when potential facilities are identified, schedule a tour with St. Anne’s Chief Operating Officer (COO), Vice President (VP) of Early Childhood Education (ECE), and LACOE representatives, as necessary.
  • Coordinate with an architect and VP of ECE to develop facility design in accordance with state licensing regulations and Head Start/LACOE facility requirements.
  • Coordinate with construction lead to develop construction timeline that meets applicable contract deadlines.
  • In conjunction with VP of ECE, complete 1303 application, as applicable.
  • Serve as primary St. Anne’s contact for this project for LACOE and other entities; follow-up with respective project contacts to track key deliverables, ensure Davis-Bacon requirements are met and project remains on timeline.
  • Schedule and lead regular meeting with project leads to ensure key targets are being developed and achieved.
  • Report to St. Anne’s President and Chief Executive Officer and/or Chief Financial Officer.
  • Develop and provide progress reports to St. Anne’s CEO and LACOE as requested.

Hours and Timeframe:

Project Manager will provide services for approximately 20-30 hours per week. Meetings will be held at agreed upon locations and scheduled during agreed upon hours. Services will commence immediately and will terminate upon the completion of this project, not to exceed September 1, 2020.

Compensation:

The proposed compensation is $60 per hour for services. The total amount paid for the timeframe identified will not exceed $100,000. Project Manager will submit invoices detailing services rendered and hours for each day by the 5th of each month, and payments will be made by the 20th of the month. Project Manager will not be compensated for mileage to and from facility locations.
